  • US ITC continues to investigate solar panel imports from four Southeast Asian countries

      The U.S. International Trade Commission (ITC) voted to continue investigating whether solar panels from four Southeast Asian countries, Malaysia, Thailand, Cambodia and Vietnam, are impacting domestic manufacturing, a move that could lead to the U.S. imposing tariffs on most imported panels.   The ITC is responsible for determining whether domestic industries are harmed by imported products in this case. The specific level of tariffs is determined by the U.S. Department of Commerce. The vote is the latest action taken in response to a trade complaint filed by U.S. solar panel manufacturers in April. Hanwha Qcells, First Solar and other companies accused Chinese companies of setting up factories in the above four Southeast Asian countries and dumping solar panels in large quantities into the U.S. market at prices below production costs.   According to a report on the website of the New York Times on June 7, tariffs aimed at protecting the U.S. solar industry from foreign competition came back into effect on the 6th, ending a two-year suspension approved by U.S. President Biden to promote the popularization of solar energy in the United States.   The report said that these tariffs will apply to certain solar products produced by Chinese companies in Southeast Asia.   The Biden administration has been trying to develop the U.S. solar industry by providing tax credits, and more than 30 companies have announced new investments in U.S. manufacturing in the past year.   But U.S. solar companies say they are still struggling to survive as competitors in China and Southeast Asia sell solar panels in large quantities to the global market at prices far lower than what American companies need to stay in business.   This forces Biden to make a tricky choice: whether to continue to welcome cheap imports that help the United States get rid of fossil fuels, or to block them to protect new American solar plants built with taxpayer funds.   The tariffs that took effect on the 6th reflect this dilemma. They were approved two years ago and apply to certain solar products imported into the United States from Cambodia, Thailand, Malaysia and Vietnam when U.S. officials ruled that some Chinese companies tried to bypass tariffs previously imposed by the United States on China by passing through other countries. The exact tariff rate depends on the company, but it can be more than 250%.

  • 20GW photovoltaic project of photovoltaic leader postponed

    On July 10, JA Solar Technology issued an announcement on the extension of some fundraising projects, agreeing to extend the construction period of the fundraising project "Baotou JA Solar (Phase III) 20GW crystal pulling and slicing project" to June 2025. The total investment of the project is 5.8 billion yuan, and the total investment of the raised funds is 2.7 billion yuan. It is divided into two phases. The first phase of 10GW crystal pulling and slicing has started trial production in April 2023, and the second phase of 10GW crystal pulling and slicing has started trial production in October 2023. It has now reached normal production conditions, and the project under construction has been gradually converted into fixed assets. JA Solar stated that due to the company's overall capacity planning, the project construction has been delayed. The civil engineering project of the project has not yet completed the final settlement, and some machinery and equipment have not yet completed the acceptance, so it is not yet in place for the project to be completed. The project was originally scheduled to have a construction period of 32 months and was originally planned to be completed in June 2024. In view of the above reasons and future project work plans, the project construction period has been extended by 1 year to June 2025.   • Vietnam's rooftop photovoltaic policy has turned around

    Deputy Prime Minister Tran Hong Ha has instructed the Ministry of Industry and Trade to study the option of buying rooftop solar energy and report by Thursday. But the government does not want to buy more than 10% of each system’s capacity, he said.   • Chinese photovoltaic enterprises are "excluded"! Or they may be restricted from obtaining tax credits

    On August 1, a bipartisan group of senators introduced the American Solar Manufacturing Tax Act, which aims to prevent Chinese solar manufacturers, the world's largest solar manufacturers, from enjoying tax incentives in the Inflation Reduction Act (IRA). Specifically, the proposal would amend the Internal Revenue Code of 1986 to "prohibit the provision of advanced manufacturing production credits for components produced by related foreign entities." The Advanced Manufacturing Production Credit (also known as the 45X Production Credit) has been one of the most widely praised mechanisms for expanding solar capacity in the United States. The U.S. Treasury Department issued guidance on the credit in December 2023.   Currently, the world's five largest solar manufacturers (all of which are Chinese companies or have close ties with Chinese capital) have announced production plans in the United States. Recently, Canadian Solar, one of the top five, started production at its 5GW TOPCon module factory in Texas. Trina Solar, JinkoSolar, JA Solar and Longi have also announced production capacity in the United States or have started production. Ohio Senator Sherrod Brown said: "We can't let American tax dollars go to companies that destroy American solar manufacturing. The bipartisan bill will ensure that only American companies are supported by taxpayer funds." Democratic Senator Jon Ossoff, who participated in the bill, has been pushing for more protectionist policies in the US solar industry for some time. In an interview with this magazine last year, he said that domestic solar manufacturing is a "problem" for the United States due to its dependence on Chinese products. The bill is supported by First Solar, a cadmium telluride thin-film solar manufacturer with operations in Ohio and Louisiana, states represented by Brown and Cassidy.   "It is imperative that the U.S. solar manufacturing industry be leveled to compete on its own merits, rather than lumped together with companies that simply assemble components in the U.S. from imported, value-added parts," said Mark Widmar, CEO of First Solar.   Widmar also called for tighter U.S. restrictions in a statement to the Senate Finance Committee in March. He said the U.S. "cannot use U.S. taxpayers' money to line foreign pockets" and warned that it was "not unrealistic" for Chinese manufacturers to open factories in the U.S. to take advantage of the 45X credits and then close them when the incentives expire.   In addition to First Solar, South Korean company Hanwha Qcells will be a major beneficiary of the legislation, with a major vertically integrated manufacturing site in Georgia, where Ossoff is based. Despite the IRA incentives and the wave of capacity expansion in the PV manufacturing industry, uncertainty remains. Earlier this week, Mark Widmar warned of an "uncertain policy environment" ahead of the U.S. presidential election in November, which he said was constraining financing for "established companies looking to build capacity domestically."

  • 12 billion! Another GW-scale photovoltaic project started!

    Recently, Hunan Energy Group's 3 million kilowatt photovoltaic composite power generation project (1 million kilowatts in the first phase) was officially started in Hongsibu District, Wuzhong City, Ningxia Hui Autonomous Region.   Hunan Energy Investment Group was officially established in Changsha on March 27 this year.   • It was revealed that the bidding results of a 250 million photovoltaic project were tampered with!

    Some media have revealed that a major bidding project of Jinneng Photovoltaic Technology Co., Ltd., a subsidiary of Jinneng Holding Group, has serious violations. The project is the general contracting of the design and construction of the first phase of the 4GW project with an annual output of 8GW high-efficiency N-type monocrystalline TOPCon solar cells. The bidding number is GCZX202306G056, and Jinneng Holding Group Shanxi Engineering Consulting Co., Ltd. is responsible for the bidding.   According to reports, the project issued a bidding announcement on June 27, 2023, and the online bid opening and evaluation was carried out on the Jinneng Holding Bidding and Procurement Network on July 19. However, within 30 days after the bid opening, the bidder privately tampered with the electronic bidding data and only made the bid evaluation results public after that. In the end, Shanxi Jinjian Group Co., Ltd. was announced as the winning bidder.   This behavior has aroused widespread concern and doubt. According to the relevant provisions of the "Implementation Regulations of the Tendering and Bidding Law of the People's Republic of China", the tenderer shall publicize the winning candidate within 3 days from the date of receipt of the bid evaluation report, and the publicity period shall not be less than 3 days. The practice of Shanxi Engineering Consulting Co., Ltd. of Jinneng Holding Group obviously violated this provision and treated the law as a joke.   Even more shocking is that there is a huge gap between the bid prices of Haosheng Construction Group Co., Ltd. and Shanxi Bajian Group Co., Ltd. on the list of winning candidates and the bid price of the winning bidder Shanxi Jinjian Group Co., Ltd., which is as high as more than 10 million yuan. According to common sense, if the comprehensive scoring method is adopted, the price factor should account for a certain proportion. However, Shanxi Jinjian Group Co., Ltd. won the bid at a high price, which can't help but make people question its eligibility to win the bid.   According to people familiar with the matter, the results after the bid opening showed that Shanxi Bajian Group had the highest comprehensive score, and its bid score was 5 points higher than that of Shanxi Jinjian Group Co., Ltd., and its expert score and performance score were also superior. However, the final winning bidder was Shanxi Jinjian Group Co., Ltd. This result has aroused widespread speculation and dissatisfaction, and some people believe that the evaluation results may have been tampered with.   In addition, insiders also revealed that the project had been built before approval, and the construction party must win the bid no matter what. This statement further exacerbated the public's concerns about the fairness of the bidding process.

  • Up to 13% drop! European n-type module prices fell across the board

    Prices for n-type solar modules in Europe continue to fall due to oversupply and “intense competition” among manufacturers, according to new reports.   Solar wholesaler sun.store’s July report shows that the average price of monofacial n-type solar modules in Europe fell 13% in a month, from €0.128/Wp to €0.113/Wp.   Bifacial n-type module prices also fell 11% to €0.121/Wp; all-black module prices fell 6% to €0.116/Wp.   Agata Krawiec-Rokita, CEO and co-founder of sun.store, attributed this to global manufacturing trends: “In July, we saw a continued downward trend in prices, especially for n-type and all-black modules. This was mainly due to the persistent overstock problem across Europe, in addition to the fierce competition between manufacturers to clear stocks.”   Surprisingly, p-type module products rose, with an average increase of 11% from €0.103/Wp to €0.114/Wp. Sun.store said this was due to a “surge in demand for specific p-type products” that may soon be discontinued. In fact, the solar manufacturing industry is generally shifting from p-type products to n-type products. The latest version of the International Technology Roadmap for Photovoltaics (ITRPV) predicts that n-type TOPCon modules will account for more than 50% of the market share by 2034.   The pv.index report is based on transaction data from sun.store, which the company claims is the "largest" online trading platform for solar equipment.   Buyer confidence remains stable Sun.store also publishes the PV Purchasing Managers Index (PMI), a program that measures market demand and confidence. The system measures buyers' plans on a point basis, with a score above 50 indicating expected growth, 50 indicating stable growth, and below 50 indicating an expected decline.   The July score was 68, unchanged from June but down slightly from 72 in May. Sun.store said the score remains "robust."   In July, 50% of respondents planned to increase purchases, 37% intended to maintain existing purchase levels, and only 13% expected to reduce orders. These percentages are very similar to the June report.   So far this year, the monthly PMI has fluctuated between 73 and 68.   Krawiec-Rokita said: "The seasonal slowdown caused by the summer holidays also contributed to the reduction in installation activity. Despite these factors, market sentiment remains positive, as evidenced by the stability of our PMI index. We are closely monitoring the development of the situation.     We expect that the regulatory changes expected in September will bring new vitality to the market in the coming months.   • Photovoltaic companies join forces to develop new space-specific solar technology

    On August 5, US solar company Solestial announced a strategic partnership with Swiss solar company Meyer Burger Technologies to significantly expand the production of silicon solar technology.   Solestial, headquartered in Tempe, Arizona, USA, has radiation-hardened solar cells and flexible solar modules designed for long-term space applications. Swiss listed company Meyer Burger has expertise in solar cell and module manufacturing.   Through this partnership, Solestial and Meyer Burger plan to produce 1 megawatt of solar cells per year by mid-2025. In comparison, Solestial currently produces less than 100 kilowatts per year.   Solestial COO Andy Atherton told the media: "This is a huge scale expansion for Solestial. It is also worth noting that the current global space-specific solar production capacity is less than 2 megawatts. So through this partnership, we will expand the scale globally." With solar technology that relies on sunlight to anneal (or heal) radiation damage, Solestial completed a $10 million financing round led by Airbus Ventures in 2022. Last year, Solestial announced a deal to provide solar arrays for a space tug developed by Denver startup Atomos Space.   The report said that through the new collaboration, Solestial and Meyer Burger intend to "revolutionize space solar energy" by providing "ultra-thin, reliable, radiation-hardened cells and modules at an unprecedented scale."   Under the strategic cooperation agreement, Solestial and Meyer Burger will share their proprietary solar cell technology. Meyer Burger will produce solar cells at its German manufacturing plant and ship them to Solestial's facility in Tempe, Arizona, for metallization, finishing and integration into flexible solar modules.   “Meyer Burger is involved in industries that require our proprietary and advanced technologies,” Meyer Burger CEO Gunter Erfurt said in a statement.   The partnership will allow Solestial to “take the next step in scaling production to serve our customers and meet the growing demand for reliable, cost-effective and abundant space energy,” Solestial CEO Stan Herasimenka said in a statement.   Solestial aims to support space infrastructure by lowering the cost of solar energy and improving reliability.   For Starpath, a California company focused on producing rocket propellant from lunar and Martian resources, Solestial’s technology is critical. “At the cost and scale of production for space solar energy yesterday, our mission would have been too expensive to accomplish,” Starpath CEO Saurav Shroff said in a statement. “Solestial’s solar technology is a key to Starpath, and we believe it can open the door to other next-generation space infrastructure as well.”

  • Western European photovoltaic powerhouses’ “plot”: total capacity exceeds 80GW

    In Western Europe, past and future elections are making waves.   Western Europe is the birthplace of many leading companies in the solar industry on the European continent. According to the latest EU Market Outlook Report (covering 2023-2027) released by industry organization SolarPower Europe, Western Europe accounts for 5 of the 14 GW-scale markets in Europe, namely Germany, the Netherlands, France, Austria and Belgium, none of which exceeds Germany. By the end of 2023, the total installed capacity of these five countries will reach 81.7GW.   Next, we will make a series of analyses and policy interpretations on the photovoltaic powerhouses in Western Europe.   Germany: 400GW by 2040  Carsten Körnig, managing director of Germany’s national solar association BSW-Solar, told PV Tech Power: “Solar has been the most popular form of energy in Germany for many years. With 15GW of new PV installed capacity in 2023, this has almost doubled compared to the previous year.”  Körnig noted that from 2026 onwards, the government’s goal is to add 22GW of new capacity per year, which would bring Germany’s total PV installed capacity to 215GW by 2030 and 400GW by 2040. Crucially, these targets are consistent with those in Germany’s latest National Energy and Climate Plan (NECP) submitted by the German government to the EU, with Germany’s 215GW solar target being the highest in Europe to date and more than double Italy’s 80GW PV target, the second most ambitious country.   Netherlands: Benefiting from supportive legislation, subsidies  The Dutch solar industry has also benefited from a growing distributed sector.  In 2022, the rooftop solar sector alone added 1.8GW of installed capacity, accounting for 46% of new capacity added that year, pushing the Netherlands solar sector's total installed capacity to surpass France by the end of 2023.  SolarPower Europe expects this growth to remain stable in the coming years, with new rooftop capacity expected to reach 1.6GW in 2023 and 1.8GW in 2024. As in Germany, the sector has also benefited from supportive legislation, such as the Sustainable Energy and Energy Efficiency Investment Grant, which this year saw its funding increase to €600 million to subsidize the costs of equipment such as heat pumps and solar panels.  Importantly, SolarPower Europe reported that in 2023, the sector achieved a "negative average subsidy level", meaning that the government no longer loses money by providing financial support for new solar facilities, a situation that will encourage governments to provide more support for solar. Likewise, in February 2024, the Senate rejected a proposal to phase out net metering schemes, a move that was praised by Juan Monge, lead analyst for European distributed solar at analyst firm Wood Mackenzie.   France: 65GW by 2030  France is Western Europe’s third-largest solar market, with around 20GW of operating capacity and 3.1GW of new capacity added in 2023. This is a record for France, surpassing the previous annual installed capacity record of 2.8GW set in 2021, and is about three times the total annual installed capacity from 2012-2019, which never exceeded 1.02 GW.  The French Renewable Energy Association has also set a series of ambitious targets for the solar industry, striving to reach 65GW of operating capacity by 2030 and 115GW of installed capacity by 2035. These figures are more ambitious than the national renewable energy plan submitted by France to the European Union and will help France regain its top two position among Western European countries.  Making solar an attractive investment target has been a priority for the government, which hopes to encourage private investment into the industry to achieve some of these goals. The government plans to hold tenders for 3.2GW of new solar projects each year, and while these tenders have historically been undersubscribed, the government held tenders in September 2023 for 129 projects totaling 1.5GW, setting a new record for tendered capacity.   Less mature markets: Austria, Belgium  In addition to the three major solar markets in Western Europe, smaller solar markets, led by Austria, have also achieved considerable growth.  Austria broke the 1GW threshold for the first time in 2022, expanded its total PV installed capacity to 6.2GW in 2023, and plans to achieve a cumulative installed capacity of 41GW by 2040.  The Renewable Energy Expansion Act passed by Austria in 2021 stipulates that by 2030, Austria's electricity consumption must be 100% met by renewable energy needs. The law aims to achieve 27TWh of renewable energy generation by 2030, of which 11TWh must be solar power.     To achieve these goals, the Austrian government has significantly increased PV subsidies, with financial support increasing from about 110 million euros (118.5 million US dollars) in 2021 to 600 million euros (646.5 million US dollars) in 2023, almost six times.   • State Council: Actively develop distributed photovoltaics

    On August 11, the CPC Central Committee and the State Council issued the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development". This is the first time that the central government has made systematic arrangements for accelerating the comprehensive green transformation of economic and social development.   By 2030, the green transformation of key areas will make positive progress, green production and lifestyles will be basically formed, the ability to coordinate pollution reduction and carbon reduction will be significantly enhanced, the efficiency of major resource utilization will be further improved, the policy and standard system supporting green development will be more perfect, and the comprehensive green transformation of economic and social development will achieve remarkable results. By 2035, a green, low-carbon, circular development economic system will be basically established, green production and lifestyles will be widely formed, and the coordinated efficiency of pollution reduction and carbon reduction will make significant progress. The efficiency of major resource utilization will reach the international advanced level, economic and social development will enter the green and low-carbon track in an all-round way, carbon emissions will be stable and declining after reaching the peak, and the goal of a beautiful China will be basically achieved.   The "Opinions" pointed out that it is necessary to:   Vigorously develop green and low-carbon industries. Accelerate the development of strategic emerging industries, build a green manufacturing system and service system, and continuously increase the proportion of green and low-carbon industries in the total economy. By 2030, the scale of energy-saving and environmental protection industries will reach about 15 trillion yuan.   Strengthen the clean and efficient use of fossil energy. Strengthen the construction of energy production, supply, storage and marketing systems, adhere to the principle of building before breaking, promote the safe, reliable and orderly replacement of fossil energy by non-fossil energy, continuously optimize the energy structure, and accelerate the planning and construction of a new energy system.   Vigorously develop non-fossil energy. Accelerate the construction of clean energy bases such as wind power and photovoltaic power in the northwest, hydropower in the southwest, offshore wind power, and coastal nuclear power, actively develop distributed photovoltaic and decentralized wind power, develop new energy such as biomass energy, geothermal energy, and ocean energy according to local conditions, and promote the full chain development of hydrogen energy "production, storage, transmission and use". Coordinate hydropower development and ecological protection, and promote the integrated development of water, wind and light. Actively, safely and orderly develop nuclear power, maintain a reasonable layout and a steady construction rhythm. By 2030, the proportion of non-fossil energy consumption will be increased to about 25%.   Accelerate the construction of a new power system. Strengthen the connection and coordination of clean energy bases, regulatory resources and transmission channels in terms of scale capacity, spatial layout, and construction rhythm, encourage the layout of natural gas peak-shaving power stations in areas where gas sources can be implemented and gas prices can be afforded, and scientifically layout pumped storage, new energy storage, and solar thermal power generation to enhance the safe operation and comprehensive regulation capabilities of the power system. Build smart grids and accelerate the construction of microgrids, virtual power plants, and integrated source-grid-load-storage projects. Strengthen power demand-side management. Deepen power system reform and further improve the system and mechanism that adapts to the new power system. By 2030, the installed capacity of pumped storage will exceed 120 million kilowatts.   Vigorously develop green and low-carbon buildings. Establish a building energy efficiency rating system. Increase the proportion of star-rated green buildings in new buildings and promote the large-scale development of ultra-low energy consumption buildings. Accelerate the energy-saving, water-saving and carbon-reducing transformation of existing buildings and municipal infrastructure, and promote advanced and efficient lighting, air conditioning, elevators and other equipment. Optimize the building energy structure, promote the integrated construction of building photovoltaics, promote the application of "photovoltaic storage direct and flexible" technology, and develop clean and low-carbon heating.   Build green transportation infrastructure. Improve the green and intelligent level of new stations, airports, docks, and highway facilities, promote the energy-saving and carbon-reducing transformation and upgrading of existing transportation infrastructure, build a number of low-carbon (near-zero carbon) stations, airports, docks, and highway service areas, and develop photovoltaics along highways according to local conditions.
